Mission: As part of the development of a new accommodation component within a golf club in Lanaudière, I was retained to produce a comprehensive business plan to support applications for institutional funding under two distinct programs: the EPRTNT (Accommodation & Tourist Attractions streams) and the Programme d'appui au développement des attraits touristiques (PADAT, stream 2), administered by Investissement Québec on behalf of the Quebec Ministry of Tourism. The mandate also involved coordination with two external stakeholders: a CPA firm retained for the financial structure and a specialized firm responsible for the market study.
Scope of work: The initial mandate focused on producing a deliverable for one EPRTNT stream. Following a feasibility analysis and confirmation of the offer structure, a review of available programs led me to propose expanding the initial scope: producing a single deliverable that simultaneously meets the requirements of several programs with distinct eligibility criteria. I structured the business plan around a system of distinct phases, all articulated within a single experiential logic.
In parallel, I coordinated the market study and the financial structure, ensuring that the assumptions from one directly informed the projections of the other, and that the whole formed a coherent document that could withstand institutional review.
Beyond the role of writer, I acted as an integration strategist: not only processing the data produced by each stakeholder, but enriching it with field insight and giving it overall coherence. This is where I made my most decisive contribution, by building a vision for the golf-accommodation stay offer that brings together pricing positioning, client experience and seasonal logic, drawing on the principles of sustainable and regenerative tourism: territorial value, immersive experience and depth of destination identity. This vision guided the operational and marketing choices throughout the plan, turning a list of components into a genuinely distinctive offer.
Results and benefits for the client:
The project owner has a single business plan, architected to simultaneously meet the specific eligibility criteria of the EPRTNT and PADAT stream 2 in one document, reducing the production effort while preserving the argumentative strength of each application.
Active coordination among all stakeholders (CPA firm, market study, project owner) resulted in a document free of inconsistencies between qualitative assumptions and financial projections, which is typically one of the main vulnerabilities in this type of file.
My strategic contribution on the offer and pricing strengthened the credibility of the operational and marketing plan, grounding revenue assumptions in documented, sector-appropriate benchmarks rather than estimates misaligned with industry realities.
Ultimately, the project owner walks away with more than a solid financial file. They walk away with a complete vision: a golf-accommodation offer conceived as a destination in its own right, coherent in its components, distinctive in its positioning, and rooted in a sustainable regional tourism dynamic. This capacity to integrate the perspectives of multiple experts, confront them with field realities, and elevate them into a client experience strategy is at the core of what I do as a consultant.
